Mrs. Parker has been a Director for the District since first being elected in November 1999.  In December 2008, Mrs. Parker was elected from among her peers to the Board position of President.  Mrs. Parker is presently on the District's Education, Recycled Water, and Facilities Committees and for several years was an active member of the District's Finance and Personnel Committees. 

In 1993, she graduated with a Bachelor of Science Degree in Environmental Resources Engineering specializing in water quality from Humboldt State University.  In addition, she earned a Master’s of Science Degree in Civil/Environmental Engineering in 1999 from UCLA while working full time at Inland Empire Utilities Agency (IEUA).  Mrs. Parker worked for IEUA for 11 years as a Senior Operations and Water Resources Engineer from 1993 until 2004.    Since 2004, Mrs. Parker became a full time mom.

Mrs. Parker and her husband Craig have been married for eight years and presently they have two children.  She enjoys traveling, playing with her children and working on the restoration of their turn of the century home built in 1903 in historic downtown Upland.
